Excellencies, colleagues, partners, and friends,

Good afternoon.

Today, we are not only closing a forum. We are reinforcing a collective responsibility.

The conversations we have had throughout this National Refugee Day Forum remind us that displacement is not a distant issue. It is present, complex, and deeply human. It calls on all of us, not only to understand, but to respond.

Across the world, millions of people continue to be uprooted by conflict, violence, and persecution. This reality can feel overwhelming. But what defines our response is not the scale of the challenge. It is the choices we make.

We can choose to turn away. Or we can choose to stand together. And today, in this room, we see that choice clearly. We choose solidarity.

Solidarity means recognizing that the experience of displacement does not erase a person’s identity or potential. Refugees are not defined by loss. They are defined by

their ability to move forward, to rebuild, and to contribute in meaningful ways wherever they are given the chance.

This perspective is essential. It shifts the narrative from vulnerability to possibility.

Throughout this year’s activities, including the Refugee Film Festival, we have seen how powerful this shift can be. By sharing stories, we create space for understanding that goes beyond data and headlines.

Stories have a unique way of connecting us. They allow us to see not just the challenges people face, but also their courage and determination. They remind us that behind every situation of displacement is a human being with a past, a present, and a future worth investing in.

At the United Nations, we believe that this understanding must translate into action. And the Philippines offers a strong example of what this looks like in practice.

Here, collaboration is not just an idea. It is visible. Government institutions, civil society, academic partners, and communities continue to work together to ensure that refugees can access protection and opportunities.

This kind of partnership reflects the core values of the United Nations, inclusion, cooperation, and shared responsibility.

It also shows that supporting refugees is not separate from national development. It is part of building societies that are more resilient, more inclusive, and more humane.

Another important takeaway from this year’s commemoration is the role of young people.

Their engagement sends a strong message. The next generation is not indifferent. They are aware, creative, and committed to shaping a future where diversity is valued and dignity is protected.

This gives us reason for optimism. But optimism must be matched with continued effort.

Moving forward, our challenge is clear. We must ensure that solidarity is not limited to events like this. It must be reflected in policies, in institutions, and in everyday actions.

It must be seen in how we welcome. In how we listen. And in how we include.

The United Nations system in the Philippines, together with UNHCR and all our partners, remains firmly committed to this path. We will continue to support efforts that advance protection, expand opportunities, and promote durable solutions for refugees and stateless persons.

Because ultimately, the measure of our progress is simple.

It is whether people who have been forced to flee are able not only to find safety, but to rebuild their lives with dignity and hope.

Let us leave this Forum with a shared sense of purpose. Not only inspired, but determined. Not only informed, but engaged.

And above all, united in the understanding that solidarity is something we practice, every day, together.
